Consulting services for construction of two dispatching centers, namely main (located in Tehran) and backup (located at a distance of 50 to 300km from Tehran) centers, are provided which includes engineering and supervisory services regarding basic and detail design, tender document provision, equipment procurement, construction, erection and commissioning. Three major disciplines, i.e. Scada, Telecommunication and Civil, are engaged and following steps are done in collaboration with a famous foreigner company, SNC-Lavalin:

• General survey including primary study and identification

• Feasibility study, preparing general specification, complementary study and preparing justification report

• Preparation of technical specifications for execution plans, estimation of List of Material (LOM) according to proposed plan

• Tender Document Provision

• Tendering, Bid evaluation and Contracting

• Design Review According to Contractual Specification, Supervision on production test, packing and shipping.

• Site Supervision on Building construction and equipment's erection and Commissioning

• Total Project Evaluation from Start to End

Project importance:
National Dispatching center (NDC) is responsible for control, planning and management of whole electrical industry's network consists of all power plants and transmission stations which have been distributed around the country. Considering available transmission's capacity, NDC makes balance between power supply and demand and it also guarantees reliable and faultless operation of all stations and their installed equipment through an uninterrupted network monitoring.
Moreover, control of centralized network frequency which is one of the main balancing and stability indexes, has been allocated to NDC. In general, the most important duties of NDC are as followed:
• Supervision on the procedure of electrical power's generation and transmission in 230 and 400 KV levels by utilizing available hardware and software in telecommunication and scada field.
• Energy demand forecasting in regular yearly, monthly, weekly, daily and instantaneous basis
• Planning and organizing of network's power supply, generated by power plant units, according to capacities, facilities and economic aspects.
• Providing a secure and stable generation and transmission electrical network
• Supervision on AOC's (area operational center) performance.
• Economic and efficient operation of generation and transmission resources.


These days, generation capacity of electrical network and number of transmission substations and power plants has significantly increased. Furthermore, existing national dispatching centers' hardware and software are highly effete and rusty. Considering all of these aspects, the design and construction of new and modern dispatching centers with higher capacity, according to the up to date technologies and compatible with power market will be unavoidable. Therefore, IGMC decided to renew dispatching centers, selected Mapna Company as the EPC contractor and Monenco with bright reputation and more than 10-year experience in providing consulting services in electrical industry, was chosen as consultant and supervisor in this project.
Monenco serves as the Mapna's engineering arms while in all steps of this project, including feasibility study, data gathering, basic and detail design, tender document provision and supervisory on erection and commissioning in three disciplines, scada, telecommunication and civil, will be along with Mapna. It is also mentionable that in scada discipline, Monenco in cooperation with one of the famous and reputed Canadian companies, SNC-Lavalin, has accomplished the basic and detail design of project and provided tender documents.
