Compilation of Design and Implementation Instructions Regarding Regional and Local Electric Dispatching Centers

Scope of Services:

To develop “AOC and RDC control center instruction and guideline” that literally prepare the criteria for:

• The eligible applicants according to IGMC’s requirements/ the related Regional Electricity Company (REC)’s requirements
• The least requirements for designing the control center for each level (area or regional) per each model (the categorized models according to the performance indicator of RECs will be proposed in this project)
• Gathering all standards, law, regulations and etc. in regard this instruction and put it to the guideline of this project.

Project Importance:

According to “Operation Code” as the upper-hand regulation that all RECs in Iran as well as the Iran ISO (IGMC) have to obey. In this code, the IGMC as the national load dispatch center should supervise and monitor the area and regional control centers’ (down to 63 kV) performance and also upgrade plan. In other hand, because the budget allocation for center-upgrade plan, training plan, O&M plan, etc. for dispatching centers (in transmission and sub-transmission levels) will be done base on IGMC’s approval (according to Operation Code and Grid Code) by the TAVANIR as the holding company of RECs.

Therefore, for making a unique method to assess the upgrade/renew/rebuild/ etc. query from RECs for their control centers in transmission level (AOC: area of control) or/and in sub-transmission level (RDC: regional dispatching center) as well as to consider all aspects that the NLDC expects from AOCs and RDCs and also to renew or upgrade control centers affordably, this instruction and its guideline can pave the assessment, transparent its process for RECs and IGMC, and shorten the time of this assessment, may solve the dispute among IGMC with the applicants
